It was created on 11 April 1994[1] and it is strictly volunteer-only.[1] The initial goal was to hold a helpline for LGBT people throughout France[1], and for homophobia-ridden places to be identified and told to the government, the media and the general public.[1] From 1997 onwards yearly reports have been written.[1]
